Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation (SREX)
At its 38th session (24-25 November 2008 • Geneva, Switzerland), the IPCC Bureau decided to conduct a scoping meeting, to provide support for a future decision on whether to endorse the Special Report. The Bureau requested that the meeting produce a scoping paper describing process, objectives, and an annotated outline. The outcome of the meeting provided guidance to the 39th session of the Bureau and the 30th session of the IPCC (20-23 April 2009 • Antalya, Turkey), where it was decided to prepare the Special Report, following IPCC procedures (92KB) and with the involvement of the UN International Strategy for Disaster Reduction (ISDR).

Review Process
     
The IPCC depends heavily on scientific reviews by independent experts. Experts play a key role in identifying the key literature, ensuring a balanced interpretation, and placing topics in context. Expert review comments – each of which is considered in detail by chapter author teams assisted by review editors – form an essential foundation for a successful IPCC report. The SREX Expert Review takes place 26 July - 20 September 2010, with 629 targeted experts solicited to participate. Submitted comments serve as basis for discussions at the Third Lead Authors Meeting to be held in Geneva, Switzerland (25-28 October 2010).

In accordance with Article 4.1 of Appendix A to the Principles Governing IPCC Work, all comments collected as part of this Expert Review will be posted on the Working Group II web site following the final approval and publication of the Special Report. Review comments will be associated with the names of the people who provided them and with the responses from the chapter authors.
     
Lead Authors Meetings
     
The World Meterological Organization (WMO) is hosting the Third Lead Authors Meeting in Geneva, Switzerland, 25-28 October 2010. The Vietnam National University, Hanoi, with financial support from the Government of Norway, hosted the Second Lead Authors Meeting in Hanoi, Vietnam, 22-25 March 2010. The Smithsonian Tropical Research Institute hosted the First Lead Authors Meeting in Panama City, Panama, 9-12 November 2009. As is IPCC practice, only Coordinating Lead Authors and Lead Authors attend the first two meetings, with Review Editors joining the process just prior to the Expert Review. All writing team members also attend the Fourth Lead Authors Meeting, which will be held in Gold Coast, Australia (16-19 May 2011). See the provisional schedule for more detail.
     
Call for Author Nominations (completed 27 July 2009)
     
A decision was taken at the 30th session of the IPCC (21-23 April 2009 • Antalya, Turkey) to undertake the Special Report, following IPCC procedures (92KB) and with the involvement of the UN International Strategy for Disaster Reduction (ISDR). Slight modifications were made to the approved outline of the report.
     
A call for Lead Author and Review Editor nominations was issued to Governments and Observer Organizations on 25 May 2009, with nominations packages accepted through 27 July 2009. A Science Steering Group was convened to evaluate Government and Observer Organization inputs to achieve the necessary disciplinary, gender, and regional balance required to undertake a comprehensive assessment. Authors and review editors were notified of their appointments on 10 September 2009.
     
Scoping Meeting (23-26 March 2009 • Oslo, Norway)
     
At its 38th session (24-25 November 2008 • Geneva, Switzerland), the IPCC Bureau requested that Working Group II take the lead on organizing a scoping meeting. A call for expert nominations (84KB) was issued to Governments and Observer Organizations on 8 December 2008, and a Science Steering Group assembled to evaluate submissions, identify gaps, recommend additional candidates, and assemble the most noted experts in the field to invite to the scoping meeting.
     
The principal objectives of the scoping meeting were to foster collaboration and discussions between climate science researchers spanning all three IPCC working groups (science, impacts, adaptation, mitigation) and colleagues in the disaster preparedness and risk management communities. After securing needed context on the first day, subsequent days were devoted to plenary and breakout groups to develop a structure for the proposed Special Report and an annotated outline, using the Norwegian proposal as a starting point.
